Make sure in Tribes options, "Network", that "Register with master server" is checked.
Disable firewalls, on your computer and router, if any.
Check that your appropriate ports are open:

Is it supposed to be a table or something in the first pg where it says:

CPU Speed
               Number of Players
                       166
               16
                       200

                       266

                       333

                       400
               32


Maybe make it clearer? Add Hz GHz?

That would be Hz, as in an original Pentium 166MHz cpu. This document was written when the PentiumII was dominant.
